Constitution of the GUFSCA

The governing constitution of The Global United Federation of Science, Culture and Arts, registered with the Registry of Societies, Singapore.

This Society is known as The Global United Federation of Science, Culture and Arts (GUFSCA). Its registered address is 2 Venture Drive, #12-32 Vision Exchange, Singapore 608526, or such other address as may subsequently be decided upon by the Committee and approved by the Registrar of Societies.
  • To build an international cooperation network in the fields of science, culture and the arts.
  • To establish strategic partnerships with global organizations, including UNESCO, the World Intellectual Property Organization (WIPO), and similar bodies.
  • To participate in international frameworks such as the Global Creative Cities Network and the International Science and Technology Cooperation Alliance.
  • To serve as the Asia-Pacific hub for international events, collaborations, and exchanges in science, culture and the arts.
  • To promote interdisciplinary learning, artistic cultural diversity and scientific advancement through conferences, exhibitions, festivals, workshops and research.
Membership is open to individuals and institutions with an interest in science, culture, or the arts who support the GUFSCA’s objectives. Persons below 18 require written parental/guardian consent. Only members above 21 years of age have the right to vote and to hold office.
Applicants submit their particulars to the Secretary on a prescribed form. The Committee decides on each application. A copy of the Constitution is furnished to every approved member upon payment of the entrance fee.
The entrance fee is S$200, payable within two weeks of approval. Retiree memberships waive the entrance fee and receive a 50% reduction on annual subscription. Funds derive from entrance fees and free-will offerings, applied solely toward GUFSCA’s objects.
Supreme authority rests with the General Meeting of members. An Annual General Meeting (AGM) is held within three months of the close of the financial year; Extraordinary General Meetings may be called by the President or upon written request of members, per the notice periods set out in the Constitution.
Administration is entrusted to a Committee elected at alternate Annual General Meetings, comprising: President, Vice-President, Secretary, Treasurer, Chairman, Director of International Relations, Director of Scientific Affairs, Director of Culture, Director of Arts, and Ordinary Committee Members. The term of office is two years.
The President chairs all meetings and represents GUFSCA externally. The Director of International Relations manages global partnerships with bodies such as UNESCO, WIPO and the Global Creative Cities Network. The Directors of Scientific Affairs, Culture and Arts respectively lead programming in their fields — from research collaboration and innovation showcases, to heritage and cross-cultural dialogue, to exhibitions and creative exchange across the Asia-Pacific.
The financial year runs 1 January to 31 December. Accounts are audited by elected Honorary Auditors, or by a firm of Public/Chartered Accountants where gross income or expenditure exceeds S$500,000. Any immovable property acquired by GUFSCA is vested in two to four trustees elected by the General Meeting.
GUFSCA shall not engage in trade union or political activity, nor raise public funds without prior written approval of the relevant authorities. The Constitution may only be amended with the prior written approval of the Registrar of Societies and the consent of two-thirds of voting members at a General Meeting.
Disputes among members are first addressed at an Extraordinary General Meeting; unresolved matters may proceed to a court of law. GUFSCA shall not be dissolved except with the consent of at least three-fifths of the voting membership resident in Singapore. Upon dissolution, remaining funds are disposed of as the General Meeting determines, or donated to an approved Singapore charity.
